To build this foundation you have to feel as though you are competent. The best way to do this is to set yourself goals and work towards achieving them. Each time you reach one of your goals allow yourself time to celebrate before setting some new goals.
This is how people grow their confidence through exercise and healthy living. As they start to notice positive changes they start to feel confident and competent knowing that they are achieving something worth while.
There are also other factors that play a part but looking after your body is a great place to start.
There is so much more to healthy living that just losing fat or gaining muscle. The positive effects quickly spread into other areas of your life and have a huge compounding effect.
